THE VIRTUAL EDUCATION FOR THE CITIZEN PARTICIPATION. The interactions of the inhabitants of a small population of Spain through a forum at Internet

La participación ciudadana como uno de los fundamentos de la democracia participativa, es parte de un proceso de educación que evoluciona con el individuo. La educación que se imparte con las nuevas tecnologías, representa una opción propicia para la educación ciudadana. Internet con sus condiciones comunicativas e hipertextuales ha permitido las expresiones de los partidos políticos y los aspirantes a ejercer cargos de responsabilidad en la vida pública que empiezan a descubrir el poder de la red. Los conceptos en torno a la teledemocracia han incluido diferentes acciones en la vida pública, como la votación electrónica y la participación ciudadana. Desde este nuevo campo del conocimiento se reconoce como el debate, uno de los pilares fundamentales de la  democracia (Habermans, 1987) y se hace posible a través de las TIC. La comunicación, en su práctica social colectiva, da sentido a esta metáfora cuando permite un espacio abierto para la libre expresión, el intercambio dialógico y la resolución de conflictos dentro de una comunidad (Becerra, 1998: 183)[1]. Los foros electrónicos, se vienen convirtiendo en el espacio propicio para el despliegue de esta actividad comunicativa. El artículo también presenta la experiencia en una población de España, donde se realizaron foros electrónicos con el ánimo de dar apertura a los ciudadanos en la expresión de sus parvedades, las que fueron acogidas por los concejales del poblado.

The citizen participation like one of the foundations of the participative democracy is part of an education process that evolves with the individual. The education that is distributed with the new technologies represents a propitious option for the citizen education.Internet with its communicative and hypertextual conditions has allowed to the expressions of the political parties and the aspirings to exert positions of responsibility in the public life that begin to discover the power of the network. The concepts around "teledemocracia" have including different actions in the public life, like the electronic voting and the citizen participation. From this new field of the knowledge it is recognized as the debate, one of the fundamental pillars of the democracy (Habermans, 1987) and it becomes possible through the TIC. The communication, in its collective social practice, gives sense to this metaphor when it allows a space opened for the free expression, the dialogic interchange and the resolution of conflicts within a community (Yearling calf, 1998:183). the electronic forums, come turning the propitious space for the unfolding from this communicative activity. The article also presents/displays the experience in a population of Spain, where electronic forums with the spirit were made to give opening to the citizens in the expression of their trifles, those that were welcomed by the councilmen of the town.
