Recognizing rights and their evolution in terms of their varied classification and interpretation has followed a long and tortuous path throughout the ages. Body and soul originally belonged to the state; the middle ages saw mooring to the land for ever. The Petition of Right in 1628 (determining that no man could be arrested or detained without judicial formality), the Habeas Corpus Act of 1679 (the corner-stone of English public freedom) and the French Constituent Assembly's rights of man and citizens rights in 1 789 represent the most important milestones on the way. Contemporary rights would include the right to information, monetary stability and a user’s right to retain his/her telephone number (1995). The present article’s object is to broadcast this new users’ right, establish the state of the art, alert people to possible difficulties and propose some strategies for implementing such rights.

El reconocimiento y evolución de los derechos, con sus más variadas clasificaciones e interpretaciones, ha recorrido un largo y tortuoso camino desde la Antigüedad con la pertenencia de cuerpo y alma al Estado; la Edad Media con el amarre para siempre a la tierra; la Petition of Right en 1628, en la cual se determina que ningún hombre puede ser arrestado, ni detenido, sin formalidad judicial; el Habeas Corpus Act de 1679, piedra angular de las libertades públicas inglesas; los derechos del hombre y del ciudadano de la Asamblea Constituyente Francesa de 1789, hasta los contemporáneos, como el derecho a la información, a la estabilidad monetaria, y el derecho del usuario a la portabilidad numérica, en 1995. Los objetivos del presente artículo son los de difundir este nuevo derecho del usuario, establecer el estado del arte, alertar sobre algunas posibles dificultades y proponer estrategias de implementación.
