Autores/as

em portais de dados governamentais abertos (dga), não basta reunir uma grande quantidade de dados para alcançar transparência, engajamento, inovação e crescimento econômico. É preciso oferecer mecanismos para que o usuário encontre e utilize os dados, o que é conhecido como “visibilidade” em dga. Com o objetivo de avaliar a visibilidade dos portais de dga dos governos federais dos países da América Latina, tomou-se visibilidade como uma variável composta por 14 critérios desenvolvidos com base em uma revisão bibliográfica. A análise constatou que os portais precisam, principalmente, desenvolver recursos para serem visualizados em outro idioma, disponibilizar um campo de busca interativo e relacionar diferentes dados com conjuntos específicos. O portal do governo federal da Colômbia e do Paraguai se mostraram os de melhor desempenho, pois cumpriram com 11 critérios analisados.

In open government data portals (ogdp) it is not enough just to gather a large amount of data to achieve transparency, engagement, innovation, and economic growth. It is also necessary to provide mechanisms so users can find and use the reported data, something known as “visibility.” With the aim of evaluating the visibility of ogdp of Latin American countries, visibility was considered as a variable composed of 14 criteria, which were developed based on a literature review. The analysis identified that the studied portals mainly require to develop resources to be read in another language, provide an interactive search field, and relate different data to specific sets. According to our findings, the portals of the governments of Colombia and Paraguay showed the best performance, as they met 11 of the observed criteria.

En portales de datos abiertos gubernamentales (dab), no es suficiente con reunir gran cantidad de datos para lograr transparencia, comprometimiento, innovación y crecimiento económico. Es necesario ofrecer mecanismos para que el usuario encuentre y utilice los datos, lo que es conocido como “visibilidad” en dab. Con el propósito de evaluar la visibilidad de los portales de dab de los países latinoamericanos, se tomó visibilidad como una variable compuesta de 14 criterios desarrollados con base en una revisión bibliográfica. El análisis encontró que los portales necesitan, principalmente, desarrollar recursos para que se visualicen en otro idioma, ofrecer un campo de búsqueda interactivo y relacionar diferentes datos conjuntos específicos. El portal del gobierno federal de Colombia y el de Paraguay se mostraron los de mejor desempeño, pues cumplieron con 11 criterios analizados.
