Señales débiles del futuro de las ciudades
Weak signals of the future of cities

En las últimas décadas los estudios del futuro han desarrollado un cuerpo teórico y metodológico importante en el que destaca el problema de las “señales débiles”. Además, existe un interés creciente en analizar escenarios futuros de las ciudades por parte de urbanistas, académicos y agencias de gobierno. El objetivo de este artículo es revisar la noción de “señal débil” en el marco de las ciudades. Abordamos tres casos de estudio a partir de un análisis retrospectivo para trazar las señales débiles de innovaciones urbanas en el sector del transporte, trabajo y alimentación. Concluimos que los procesos transformativos de las ciudades son antecedidos por señales débiles, que al inicio son poco visibles y difusas, que al incorporarse eventualmente con otras señales contextuales y tendencias se pueden asociar a futuros escenarios. Los estudios de caso analizados permiten identificar que estamos ante una serie de transformaciones enmarcadas por la economía colaborativa que configuran el trabajo, el transporte y la alimentación entre otras esferas de la vida urbana.
During the last decade, Future studies have developed a wide corpus of theory and methodologies where the "weak signal" framework stands out as controversial and complex to apply. In spite of these, there is a growing interest from government, urbanists and academics for analyzing future scenarios of a city. This article aims to revisit the notion of “weak signal” in the urban context, using retrospective analysis of three case studies where we traced weak signals linked to urban innovations in transportation, work and food domains. Our results let us conclude that cities' innovations are preceded by early signs, diffuse and low on visibility at first, which gradually incorporate strong contextual aspects and tendencies that could be associated with foresight scenario building. The three cases analysed, evidence that cities are undergoing great transformations guided by a combination of emergent economic movements and the incorporation of collaborative values that shape the way citizens move, work and feed.
