Este escrito establece los lineamientos necesarios para la planeación y la protección del paisaje cultural cafetero, teniendo en cuenta a todos las partes de interés, para cuidarlo y hacer de la mención de patrimonio mundial de la  UNESCO una política que permita su conservación. Actualmente los municipios en donde este paisaje se encuentra localizado no cuentan con la planeación territorial necesaria para cuidarlo, es por esto que con la creación de un modelo explicativo territorial se busca generar herramientas científicas que permitan la creación de políticas para la protección de este patrimonio.
