Identification of Reliable Penetration Levels of Photovoltaic Generation in the Paraguayan National Interconnected System (SINP)

This paper presents the development of a methodology aimed at identifying reliable penetration levels of non-conventional renew-able energy, specifically photovoltaic (PV) generation, in Paraguay’s Transmission System. The approach integrates both static and dynamic analyses to assess system performance, focusing on voltage stability margins, critical area identification, and the selection of candidate buses for PV integration. Tools such as PV curves, Load Margin (LM) analysis, and the Tangent Vector method are em-ployed to evaluate system conditions before and after the incorporation of solar PV units.
Simulation studies were conducted on three benchmark systems: the IEEE 14-bus and 30-bus academic test systems, and the real 3576-bus model of Paraguay’s national grid planned for 2030. Results demonstrate a significant increase in load margins following PV integration, particularly when generation is added at buses identified as critical. However, dynamic studies also reveal that the re-duction in system inertia due to PV penetration may limit the allowable level of integration.
The findings suggest that up to 15% PV penetration can be safely accommodated in the Paraguayan transmission system without compromising dynamic stability. This methodology provides a systematic framework for renewable integration planning, combining classical voltage stability tools with time-domain contingency

Este trabajo presenta el desarrollo de una metodología que permite identificar los niveles de penetración confiables de genera-ción renovable no convencional, como ser el caso de la generación fotovoltaica al Sistema de Transmisión de Paraguay. Por ello, se desarrolla dicha metodología para la cuantificación de márgenes de estabilidad actuales, el reconocimiento de las áreas críti-cas del sistema, y la identificación de las barras candidatas para posibles refuerzos del sistema como ser la inserción de la generación solar fotovoltaica, obteniendo así, una evaluación del desempeño técnico del sistema. Para esto, se aplican algunas herra-mientas clásicas de estabilidad de tensión como ser el Margen de Carga (MC), obtenido mediante las curvas PV y el Vector Tan-gente (VT).
