Resilience Improvement Through the Protective Relaying: A Metrics Review

Resilience has gained importance in the planning, operation, and restoration of electric power systems in the last decades, due to the increase in the number and severity of weather-related events (e.g., floods, hurricanes, ice storms). Other high-impact and low-frequency (HILF) events such as man-made disruptions (cyber/physical attacks) can also cause severe power outages. Quantifying the ability of the power system to withstand these events through metrics is necessary to evaluate the relevance or impact of adopted strategies. Numerous resilience metrics consider economic, social, or power aspects; however, there is very little information on assessing resilience provided by the power system protection scheme. This paper reviews the efforts to develop some metrics in power systems and analyze their applicability when the protection system is considered. The review concludes that there is a hot topic, and there are many opportunities to develop new proposals to improve the power system’s resilience.
