Este artículo plantea que el concepto de las normas intersubjetivas es una herramienta poderosa para explicar e interpretar políticas de drogas en América del Sur. Para ilustrar su importancia, el escrito resalta cuatro efectos asociados con las normas intersubjetivas que ayudan a iluminar cómo los países definen sus políticas de drogas y por qué algunos gobiernos deciden flexibilizar su trato de las sustancias psicoactivas, mientras que otros optan por una vía más restrictiva. Además, el artículo especifica en qué situaciones los diseños de investigación deberían priorizar los incentivos políticos impulsados por las normas y cuándo las ideas y convicciones de quienes toman las decisiones son más importantes. De este modo, se espera brindar orientaciones para fortalecer la teorización y los análisis empíricos sobre políticas de drogas.
This article argues that the concept of intersubjective norms is a powerful tool to explain and interpret drug policies in South America. To illustrate their importance, it highlights four effects associated with intersubjective norms that help illuminate how countries define their drug policies and why some governments decide to relax their approach to psychoactive substances, while others opt for a more restrictive path. Furthermore, the article specifies in what types of situations research designs should prioritize political incentives driven by intersubjective norms and when the ideas and convictions of decision makers are more important. In doing so, it hopes to provide orientation to strengthen theorization and empirical analysis about drug policies.
