El acuerdo de paz colombiano da un papel explícito y una gran centralidad a una compleja política pública de sustitución (con el nombre de Programa Nacional Integral de Sustitución de Cultivos de uso Ilícito, PNIS). Sostendremos que el Estado ha incumplido desde el principio, sistemática y masivamente, la implementación del programa. Con el arribo al poder del presidente Duque, en algunos sentidos cruciales se ha procedido a su desmonte. Argumentamos que los problemas del PNIS están relacionados con por el complejo juego de coaliciones políticas asociado al intento de replantear la política antidrogas como instrumento de paz y no de guerra. Nuestro análisis enfatiza el proceso político, la naturaleza de las coaliciones, la contingencia y las secuencias temporales en la implementación del Acuerdo de Paz.

The Colombian peace agreement gives an explicit role and great centrality to a complex public policy of substitution (with the name of Integral National Program of Substitution of Illicit Use Crops, PNIS). We will argue that the State has systematically and massively failed to implement the programme from the outset. With the arrival in power of President Duque, in some crucial ways it has been dismantled. We argue that the problems of the PNIS are related to the complex game of political coalitions associated with the attempt to rethink anti-drug policy as an instrument of peace rather than war. Our analysis emphasizes the political process, the nature of the coalitions, the contingency and the temporal sequences in the implementation of the Peace Agreement.
