que implica el crecimiento urbano en su soporte material. Dicha razón de Estado supone que hay una selección adecuada de estrategias e instrumentos para soportar el
desarrollo de una serie de políticas que concreten la capacidad de regular el territorio y por ende de la sociedad que, a su vez, contiene.
