Recientemente fue expedida la ley 29 de 1990 (27 de Febrero). Conocida como "Ley Marco de Ciencia y Tecnología". Debido al natural interés que debe despertar entre la comunidad científica nacional, la Revista "Momento" se permite transcribirla.

Ley 29 de 1990, "Por la cual se dictan disposiciones para el fomento de la investigación científica y el desarrollo tecnológico y se otorgan facultades extraordinarias".
