Ante el surgimiento del Virus de la Inmunodeficiencia Humana, HIV, del Síndrome de la Inmuno Deficiencia Adquirida, SIDA, y del mortal virus del Ebola, que azotó al Zaire durante el año de 1995, el Instituto de Medicina de los Estados Unidos de América constituyo el Comité de Amenazas Microbianas Emergentes para la Salud, conformado por especialistas de varias disciplinas del área y le encargo identificar las enfermedades infecciosas emergentes con mayor significancia, determinar las acciones para su intervención y recomendar como se podrían enfrentar amenazas futuras similares, para aminorar su impacto sobre la salud pública.
