The interest for technological change and innovation, and how these phenomena are embedded in national economic policies, has grown dramatically in recent decades. Although it must recognized that in many opportunities-particularly in Latin America-these government actions are reduced to rhetorical expositions more than practices, the results in those societies who have attended seriously the technological change are a clear evidence its impact on growth and development. In this sense, The Bolivia´s Science and Technology Plan (S&T) expresses that knowledge and technology, particularly in emerging areas such as nanoscience and nanotechnology (NC & NT), are essential to boost the bolivian development model. Nowadays, Include the divulgation of knowledge within the public policy priorities in S&T has special importance for Bolivia. This paper addresses this problem by considering the basis of outreach and training efforts in NC & NT made by the Institute of technology transfer and innovation (ITTI) of the Technical University of Oruro, Bolivia
