En la actualidad el modelo ha variado un poco; subsiste la dependencia económica, la escasez de recursos es una constante, pero pese a ello existen núcleos de investigadores, que están en capacidad de producir conocimiento y centros donde ese conocimiento se puede preservar y utilizar.
Pero como sucede frecuentemente en los paises en desarrollo, siempre hay un camino a recorrer entre la norma y su aplicación por diferentes razones: carencia de medios económicos, rutina y falta de interés burocrático en la aplicación de la norma y lo más importante, falta de una conciencia nacional, lo cual infortunadamente se refleja con frecuencia, en algunos, sectores de la
comunidad científica, y no es raro que por cualquier gaje se perrnita la violación de la norma y aunque ésta exista, no es aplicada con firmeza.
