The most important large-scale mining projects in Colombia and South America are located in the departments of Cesar and La Guajira, funded by a direct foreign investment reaching about three billion US dollars a year. Despite the huge resources invested in the region by mining multinational companies and the valuable compensations received by the State as royalties and worn restitutions represented in the form of social investment, the region remains mired in poverty, social inequality and underdevelopment, due to multiple factors triggering a complex environmental, social, government and economic series of problems. The integrated analysis of backwardness of the region, allows us to pose a development proposal to be implemented through a long term Economic and Social Policy, delimiting the coal area municipalities and coal transport zones within the departments of Cesar and La Guajira by means of a High Impact Coal Mining sub-region with a special regulation of compensation and redress, targeting investments and actions of all state institutions, integrating the regional land use planning, executing a program of harmonization, modernization and development optimization.
