This article aims to present a new and sustainable approach focused on power generation from existing wind resource in Paraguay, specifically in the Western Region. In this context, an analysis of technical and economic feasibility, the results have been supported through a study of wind resources available in the region for this purpose using a weather station mounted on the resort La Patria whose data measured at a height of 10m is presented on the ground they have been extrapolated to 80m using mathematical models available in the literature and correlated with data from the meteorological station of the town August 15 obtained by Baez (2011), considering a latency of 30 minutes between measurements. The results of data analysis have demonstrated the feasibility of installing a wind system can produce an electrical output of 46MWe, operating with a capacity factor of 25% and have been consistent with studies that support the future installation park Wind of 49MWe projected in the Department of Tarija (Bolivia), located in the same geographic latitude as La Patria, even considering that the wind resource in the last resort has been measured on a desolated four months period (November 2012 to February 2013 ), which corresponds to a time of year with relatively low wind speeds. In order to conduct a more comprehensive analysis of technical and economic feasibility, this paper presents a technical study using computer simulation tool MatLab / Simulink and the RET Screen software. Analysis by simulations considered a realistic scenario assuming that the wind system is connected to the national grid (SIN), after construction of a 220kV line from the point of generation to the power station in the town of Loma Plata. For the economic analysis have been taken into account the benefits and associated incentives such generation projects in regard to carbon credits for projects such CDM (Clean Development Mechanism) also has been discussed as an alternative certification negotiate reduced emissions and finally CERs has been considered the possibility of a state contribution for implementing this type of project.
