Educational achievement and ICT: A comparative analysis of Latin American productivity

Esta investigación analiza la evolución de los cambios en la productividad total de los factores (CPTF) de las tecnologías de información y comunicación (TIC) en los logros educativos latinoamericanos del 2009 al 2018. Para ello se calculó el índice de productividad total de los factores de Hicks-Moorsteen (HMTFP) de Argentina, Brasil, Chile, Colombia, México y Perú. La evidencia empírica muestra pérdidas de productividad debido al uso deficiente de las TIC en los logros educativos. Chile tuvo la mayor pérdida de productividad promedio (-40,66%) y Brasil, la menor (-13,98%), solo Colombia observó un aumento de la productividad en el último año (2,91%). Se concluye que existe una brecha entre políticas y programas educativos que no ha permitido mejorar la productividad en el uso de las TIC.
This research analyses the evolution of changes in the total factor productivity (TFP) of Information and Communication Technologies (ICT) in Latin American educational attainment during 2009-2018. For this purpose, the Hicks-Moorsteen
Total Factor Productivity Index (HMTFP) is calculated for Argentina, Brazil, Chile, Colombia, Mexico, and Peru. The empirical evidence shows productivity losses due to the efficient use of ICT in educational attainment. Chile stands out with the highest average productivity loss (-40.66%) and Brazil with the lowest average productivity loss (-13.98%), only Colombia observed an increase in productivity in the last year (2.91%). In conclusion, there is a gap between educational policies and programmes that has not allowed for improved productivity in the use of ICT.
