El mercado es la nación, los inversionistas son los ciudadanos y el interés nacional, la ganancia. En este escenario no es un exabrupto, como lo es, que el director de la Escuela de Gobierno de la Universidad de los Andes entre 2006 y 2016, Carlos Caballero Argáez (2012), hubiera pedido un ministro canadiense para dirigir el Ministerio de Minas. En su columna 'Talento vs. Nacionalidad' hace la propuesta: "Sería una buena idea tener un canadiense como ministro de Minas y Energía, por el excelente manejo de los recursos energético-mineros y el medio ambiente" (Caballero Argáez, 2012).
