En este momento se llevan a cabo discusiones a diferentes niveles sobre la forma de proteger las especies animales, incluida la de un proyecto de ley (Ley 165 de 2011) en el Senado de la República que complemente la norma actual, la Ley 84 del 27 de diciembre de 1989. La Ley 84 de 1989 consta de 10 capítulos con 60 artículos, y busca proteger a los animales domésticos o silvestres del sufrimiento infringido directa o indirectamente por el hombre. Se pretende no solo evitar sufrimiento y dolor, sino también procurar la salud, el bienestar animal y la conservación de especies silvestres. La Ley regula, en cuanto a protección animal se refiere, el sacrificio de animales, el transporte animal, la caza y la pesca (dentro del cual se mencionan los animales silvestres).
