for meritocratic education is presented, centered on the belief (here called The myth) that the talent required to master modern technology is scarce. Second, applications of that rationale in educational policies in China, Mexico, the United States and Japan are described, showing how these countries weed out the mass of students from educational opportunities to master technology. Finally the evolution of this rationale is briefly traced to explain why this mythical view is so popular.
