Innumerables problemas ambientales han surgido en los países latinoamericanos en el empeño de lograr su crecimiento y desarrollo. Sería injusto responsabilizar únicamente a los ingenieros por el deterioro de la calidad ambiental, puesto que los problemas específicos creados no solo tienen su origen en la aplicación de la técnica sino en el complejo sistema económico y socio-político de estas naciones. La segunda revolución industrial ha traído como consecuencia la obsolescencia de los programas clásicos de formación de los ingenieros, principalmente en lo relacionado con la protección del ambiente. De modo que toda actualización de los planes de estudio de las ingenierías deberá incluir la dimensión ambiental. Al respecto, se proponen algunas acciones concretas para ser ejecutadas por las escuelas de ingeniería y por organismos internacionales especializados.

4. The authors accept that such authorization is given free of charge and they, therefore, waive any right to receive remuneration from the publication, distribution, public communication and any use whatsoever referred to in the terms of this authorization.
