Desde hace ya más de veinte años se viene hablando en Colombia de la necesidad de adelantar un programa de reposición de los vehículos utilizados en el servicio público de transporte de pasajeros y carga. Se señala la obsolescencia del parque representada por su elevada edad promedio. Sin embargo, hasta la fecha, y con la excepción de los programas adelantados por la CFT en la financiación de taxis, es muy poco lo que institucionalmente se ha hecho para modernizar la flota de servicio público en el país.
