El proceso de apertura económica y modernización de la base productiva comenzó recientemente en Colombia y se ha manifestado principalmente en la remoción de trabas al comercio exterior. Adicionalmente se ha tomado otro tipo de medidas que constituyen una importante renovación económica del país, como son la abolición casi total de las restricciones a la inversión extranjera y las reformas financiera, cambiaria y laboral que muestran alto grado de coherencia. Recientemente también se han diseñado los lineamientos generales de una política tecnológica; sin embargo, no se observa entre estas dos actividades paralelas puntos tangenciales de refuerzo que eviten la preocupación ante un posible tratamiento aislado de la variable tecnológica en la estrategia económica nacional.
