The co-production of public services is a key factor in service delivery and innovation. This article aimed to investigate, through a systematic literature review, the research agendas on public service co-production in order to identify the direction this topic has taken in the literature from 2011 to 2021. An analysis was conducted of 91 articles available in the Scopus and Web of Science databases. All scientific contributions classified as “articles” were considered, with no distinction between theoretical and empirical studies, through a search carried out on the CAFe platform of the Capes portal. The main themes addressed in the research agendas are related to the conceptualization and development of public service co-production, citizen co-production, the role of government and incentives for co-production, innovation in public service co-production, and methodological approaches. This review made it possible to identify the themes and agendas proposed for future studies, focusing on government incentives for public service co-production and on identifying the factors that motivate citizens to co-produce. It is important to note that some limitations were identified during the analysis, since the information was collected only up to June 2021.
