La urbanización en América Latina ha avanzado con poca planificación, resultando en problemas socioecológicos, como inundaciones y contaminación de recursos hídricos. La infraestructura verde es un concepto reciente para responder a estos problemas. El concepto es atractivo porque propone soluciones multifuncionales y mejorar la conectividad a diferentes escalas espaciales. Sin embargo, su implementación en América Latina se encuentra aún en fase inicial con escasa documentación. Debido a su carácter multifuncional y multiescalar, su exitosa implementación requiere de procesos transformativos en diversos ámbitos. Este estudio analiza avances en estos ámbitos aplicando cinco dimensiones de transformación: entorno facilitador, institucional, gestión e instrumentos, implementación y operación, y monitoreo y evaluación. El análisis de diez ejemplos de promoción e implementación de infraestructura verde en ocho países de Latinoamérica muestra que hay menos avances en la provisión de financiamiento y en el monitoreo/evaluación, mientras que avances en la gestión e instrumentos y en la implementación/operación son frecuentemente reportados. El liderazgo y la voluntad política han sido factores claves para los avances. La caracterización general y la documentación basada en ejemplos de avances en diferentes regiones de América Latina contribuyen a informar y guiar la futura promoción e implementación de infraestructura verde.
Urbanization in Latin America became very advanced, nonetheless its poor planning has resulted in significant socio-ecological problems as flooding, environmental pollution, and contamination of water sources. Green infrastructure is a recent concept to respond specifically to these problems. The concept is attractive because it proposes multifunctional solutions and improvements in connectivity of different spatial scales. However, in Latin America it is still in an initial phase with little documentation. Due to its multifunctional and multi-scale nature, its successful implementation requires transformative processes in several areas. This study analyzes progress in these areas by applying five dimensions of transformation: enabling environment, institutional, management and instruments, implementation and operation, monitoring and evaluation. The analysis of ten examples of green infrastructure promotion and implementation in eight Latin America countries shows in general less progress in the provision of financing and in monitoring/evaluation while in management and instruments, and implementation/operation progress is reported in almost all cases. Leadership and political will have been key factors for this progress. The general characterization and documentation based on examples of progress in different regions of Latin America serves to inform and guide future green infrastructure promotion and implementation.
A urbanização na América Latina avançou com pouco planejamento, o que resultou em problemas socioecológicos, como inundações e contaminação dos recursos hídricos. A infraestrutura verde é um conceito recente para responder especificamente a esses problemas. O conceito é atrativo porque propõe soluções multifuncionais e melhorias na conectividade de diferentes escalas espaciais. No entanto, em América Latina ainda está em fase inicial com pouca documentação. Devido à sua natureza multifuncional e multiescala, sua implementação bem-sucedida requer processos transformadores em diversas áreas. Neste estudo analisa-se o progresso nessas áreas aplicando cinco dimensões de transformação: ambiente favorável, institucional, gestão e instrumentos, implementação e operação, monitoramento e avaliação. A análise de dez exemplos de promoção e implementação de infraestrutura verde em oito países da América Latina mostra, em geral, menos progresso na provisão de financiamento e no monitoramento/avaliação, nas dimensões de gestão e instrumentos e da implementação/operação o progresso é relatado em quase todos os casos. A liderança e a vontade política foram fatores-chave para esse progresso. A caracterização geral e a documentação baseada em exemplos de progresso em diferentes regiões da América Latina servem para informar e orientar a futura promoção e implementação de infraestrutura verde.
