La innovación desempeña un papel clave en el éxito em-presarial, y la política tecnológica resulta fundamental para explicar por qué algunas empresas logran mejores resultados de innovación que otras. Asimismo, el factor humano es indispensable porque son las personas quienes traducen las estrategias y políticas definidas por la dirección en comportamientos de innovación exitosos. Sin embargo, no existe sufi-ciente evidencia sobre la influencia de los sistemas de prácticas y pro-cesos de recursos humanos en la relación entre política tecnológica y resultados de innovación. Esta investigación aborda este vacío, al exa-minar el papel de la dirección de recursos humanos desde una perspectiva tanto de contenido como de proceso. Se analizaron respuestas de 225 directivos de primer nivel jerárquico de empresas en Colombia en dife-rentes sectores. Los resultados (pls-sem) muestran un efecto positivo de las políticas de tecnología sobre los sistemas de prácticas de recursos humanos. No se encuentra evidencia que permita soportar un efecto de mediación del sistema de prácticas sobre la relación entre tecnología e innovación. Análisis complementarios permiten iden-tificar un efecto directo de la fortaleza percibida del sistema de recursos humanos sobre los resultados de innovación. Se realizan contribuciones teóricas y prác-ticas a pesar de la naturaleza transversal del estudio.

Innovation plays a key role in business success, and technological policy is essential to explain why some companies achieve better innovation outcomes than others. Moreover, the human factor is crucial because people translate the strategies and policies defined by management into successful innovation behaviors. However, there is not enough evidence on the influence of human resource practices and processes on the relationship between technological policy and innovation outcomes. This research addresses this gap by examining the role of human resources management from both a content and process perspective. Responses from 225 top-level managers from companies in various business sectors in Colombia were analyzed. The results (pls-sem) show a positive effect of technology policies on human resource practice systems. No evidence was found to support a mediating effect of the practice system on the relationship between technology and innovation, whereas additional analyses identify a direct effect of the perceived strength of the human resource system on innovation outcomes. The study provides theoretical and practical contributions despite its cross-sectional nature.

A inovação desempenha um papel fundamental no sucesso das empresas, e a política tecnológica é fundamental para explicar por que razão algumas empresas conseguem um melhor desempenho em termos de inovação do que outras. O fator humano é igualmente indispensável, porque são as pessoas que traduzem as estratégias e políticas definidas pela administração em comportamentos de inovação eficientes. No entanto, não existem provas suficientes sobre a influência das práticas e dos processos dos sistemas de recursos humanos na relação entre a política tecnológica e o desempenho em termos de inovação. Este estudo aborda esta lacuna, examinando o papel da gestão de recursos humanos numa perspectiva de conteúdo e de processo. Foram analisadas as respostas de 225 gestores de alto escalão de empresas colombianas de diferentes setores. Os resultados (PLS-SEM) mostram um efeito positivo das políticas tecnológicas nos sistemas de práticas de RH. Não foram encontradas evidências que sustentem um efeito de mediação do sistema de práticas na relação entre tecnologia e inovação. Análises complementares apontam para um efeito direto da percepção da força do sistema de recursos humanos no desempenho em termos de inovação. Apesar do caráter transversal do estudo, são apresentadas contribuições teóricas e práticas.
