El desarrollo científico y tecnológico constituye un fenómeno socioeconómico que determina la ubicación relativa de las naciones dentro del concierto mundial. Es imperativo romper la dependencia del país en estos campos y aceptar que su futuro debe fincarse en la capacidad de sus gentes para lograr el desarrollo. El desarrollo nacional significa la producción eficaz y eficiente de bienes y servicios, en forma sostenible, que satisfaga las necesidades de los habitantes del país o que, a través de la exportación de excedentes, permita la adquisición en el exterior, de los insumos no producidos internamente. Tal producción se fundamenta en la adecuada utilización de técnicas, las más avanzadas y las más apropiadas al medio especifico de ubicación.
Para lo anterior, si bien hay que aceptar que los desarrollos científicos y tecnológicos pertenecen de manera progresivamente mayor a la comunidad mundial, su apropiación y su adecuación específica deben corresponder a los núcleos locales que se mantienen en la brega del desarrollo nacional. Los esfuerzos que se hagan para reforzar y consolidar los intentos que pretendan tal fin, son inversiones en acciones que reditarán beneficios en el futuro del país.

4. The authors accept that such authorization is given free of charge and they, therefore, waive any right to receive remuneration from the publication, distribution, public communication and any use whatsoever referred to in the terms of this authorization.
